In a speech to The Veterans of Foreign Wars of the United States on Tuesday, Trump said farmers will eventually be "the biggest beneficiary" of his tariffs. Lawmakers from both parties do too and, perhaps more importantly, the USA automakers who would be the ostensible beneficiaries of the tariffs have come out against the idea.
Earlier Tuesday, the USA president declared "Tariffs are the greatest!" and threatened to impose additional penalties on US trading partners. But we have to do it. "While we need to hold our trading partners to account and ensure fair deals are reached, our government must also pursue long-term and sustainable solutions".
On Wednesday, the tone was conciliatory.
In postings on Twitter, Trump indicated that he's still looking for a deal with China, but that Beijing's retaliatory moves in response to Washington's decision to impose tariffs on US$34 billion of Chinese imports will make it more hard.
"We had a big day, very big", Trump said at a joint statement with Juncker at the White House Wednesday. "Hope they do it, we are ready - but they won't!" In another tweet, Trump claimed that "Negotiations are going really well, be cool". Executives from the country's largest e-commerce companies said they planned to simply use imports from European countries as a substitute for the most popular American-made goods - turning to France and Italy for wine instead of California, and to Canada for lobster instead of Maine.
"It's a positive step, but one that we'll have to see if this truly is progress", said Dan Ujczo, a trade lawyer at Dickinson Wright in Ohio.

The Trump administration has slapped tariffs on $34 billion in Chinese goods in a dispute over Beijing's high-tech industrial policies. And foreign auto companies that make vehicles in the US, including Mercedes, BMW, and Volkswagen, would likely hemorrhage jobs if Trump's tariffs became a reality.
Trump said the talks would "resolve" both the hefty tariffs the United States had placed on imports of steel and aluminum from the European Union and the tariffs Europe had slapped on US goods in response. Trump has placed tariffs on imported steel and aluminum, saying they pose a threat to US national security, an argument that the European Union and Canada reject.
Trump's tweet comes less than 24 hours after the US Department of Agriculture authorized $12 billion of support for farmers and ranchers hurt by tariffs imposed by China.
The Commission briefed European Union countries last week on the bloc's possible response to vehicle tariffs, saying in theory it could hit 9 billion euros of USA goods, according to European Union sources.
The plan will pay direct assistance to Midwest soybean producers and others targeted by retaliatory tariffs, including hog farmers and corn growers.
Sen. Chuck Grassley, R-Iowa, said what farmers in his home state need "and this might be helpful in this direction- is they got to know that this thing isn't going to go on forever". Sens. Lindsey Graham, R-S.C., and Jeff Flake, R-Ariz., both expressed skepticism of the aid, and urged the president to solve the trade dispute.
