The president has repeatedly blasted Mueller's investigation as a "witch hunt", and has vowed all along that there was "no collusion" between his campaign and Russian Federation during the 2016 presidential election - a central focus of the probe.
According to TownHall.com, the president's "tatters" tweet came shortly after the Mueller team targeted former Trump campaign aide Paul Manafort's business dealings.
The release of the report comes as Trump has repeatedly lashed out at the investigation as a "witch hunt" and called for it to be wrapped up soon.
The president followed up his tweetstorm by reminding everyone that he is, in fact, president. A few days later, Trump told NBC's Lester Holt he was thinking of "this Russian Federation thing" when he fired Comey. But that didn't stop Trump from making the baseless accusation early on Tuesday.
Horowitz began his investigation about a week before the election, looking at the FBI's handling of the Clinton email investigation including Comey's announcement and the possibility that agents leaked information about her family's charitable organization, the Clinton Foundation.
Giuliani also mentioned President Trump has a volatile relationship with Attorney General Jeff Sessions, but Sessions is unlikely to be fired either. Mueller is a Republican appointed by Trumps own deputy attorney general, Rod Rosenstein, who is himself a Republican.

NFLers rip league's anthem policy, Trump

Fulham's teenage sensation Ryan Sessegnon ready for Premier League
Villa pressured constantly with the man advantage, but couldn't get a clear shot at Marcus Bettinelli's goal. Fulham prevailed, recording a 1-0 win that means they will be in the Premier League next season.
Just as he did in Vietnam, Special Counsel Mueller is doing his job, honoring those who gave their lives fighting for and defending America's democratic principals, as "Dishonest Donald" Trump dishonors the party of "Honest Abe" Lincoln. You think they are coming in to be tried?
"'Unrecuse" doesn't say, "Bury the investigation.' It says on the face of it: Take responsibility for it and handle it correctly", Giuliani said Tuesday evening. "He believes it is working, and he is genuinely upset about it".
The decision goes against the near-daily complaints the president has made against the investigation, headed by Special Counsel Robert Mueller, on Twitter and in speeches since it began shortly after he fired former FBI Director James Comey past year. "You got a group there, a lynching mob", he said.
Horowitz told congressional leaders earlier this month that a draft copy of his report has been made available to the DOJ and Federal Bureau of Investigation, and he is expected to brief members of Congress once the report is released. "I don't know if they've aired them out yet, but he's not going to fire him before this is over, nor do I think he should".
