It said senior officials with Oxfam International met with Haitian government officials and committed to cooperate with their investigation.
Fleurant said Oxfam had made a "serious error" by failing to inform Haitian authorities of the actions by their staff at the time they occurred.
It said the charity was suspended for two months pending an internal Haitian investigation into the matter.
Aviol Fleurant, Haiti's minister of planning and external cooperation, said the country is investigating whether anyone from Oxfam sexually abused minors.
The organisation has since apologised for downplaying the claims of misconduct.
"We are not joking: the dignity of the Haitian people has no price".
The British aid organization has been rocked by allegations that staff, including a former Haiti country director, used prostitutes during a relief mission after a devastating quake hit the island nation in 2010. It also described staff members suspected of misconduct of "physically threatening and intimidating" a witness.

The charity's United Kingdom arm is not authorised to operate in the nation over "a serious violation of the dignity of the Haitian people".
Oxfam Great Britain contributes about 20 percent of the budget to the organization's overall work in Haiti and the group expects the suspension will have a "significant impact" on its efforts in the country, the group said in a statement following the announcement.
Alain Lemithe, a lawyer representing Oxfam Great Britain, called the decision to suspend the charity "hasty and political", saying that it was not based on clear evidence of wrongdoing.
