But the report, which was submitted to the UN Security Council and seen by news agencies, said the North "continued to export nearly all the commodities prohibited in the resolutions... between January and September 2017".
North Korea violated United Nations sanctions to earn almost US$200 million (S$261 million) in 2017 from banned commodity exports, according to a confidential report by independent UN monitors, which also accused Pyongyang of supplying weapons to Syria and Myanmar.
The UN Security Council in 2016 and 2017 adopted a series of resolutions to expand bans on North Korea exports created to cut off revenue to Pyongyang's nuclear and ballistic missile programs.
United Nations resolutions adopted in September and December restricted exports of petroleum products to North Korea. In addition, Pyongyang reportedly traded arms with Syria and Myanmar.
The North Korean mission to the United Nations did not immediately respond to a request for comment on the UN report.
The shipments were made mainly using false paperwork that showed countries such as Russian Federation and China as the origin instead of North Korea, it said.
They also inspected cargo from two North Korean shipments intercepted by unidentified countries en route to Syria.

The UN report released on Friday said there was "substantial new evidence" pertaining to Pyongyang's military co-operation with Damascus, including at least three visits by North Korean technicians to Syria in 2016. Syria agreed to destroy its chemical weapons in 2013.
The report included details concerning North Korean coal shipping that was mainly conducted using false documents.
The experts said North Korea also exported $125 million of iron ore to China a year ago in violation of sanctions.
The committee said Malaysia reported one shipment during this time, while the remaining 15 violated sanctions.
The panel said its investigations highlight the activity of intelligence agents and other individuals acting on behalf of sanctioned North Korean entities who operate bank accounts in Europe and the Asia-Pacific "and use diplomatic passports and diplomatic-plated cars to cross land and air borders with less scrutiny".
"The DPRK is already flouting the most recent resolutions by exploiting global oil supply chains, complicit foreign nationals, offshore company registries and the worldwide banking system", the United Nations monitors wrote in the 213-page report, referring to North Korea by its official name, the Democratic People's Republic of Korea. The largest imports ranged from oil to high tech products such as computers and video displays, while Pyongyang's largest exports were textiles and coal.
The panel revealed that more than 40 unreported shipments from North Korea between 2012 and 2017 went to front companies for Syria's Scientific Studies Research Council, a key institute for Syria's chemical programme.
