The AP obtained internal emails in which a "top immigration official wanted not only crime data on Haitians who are protected from deportation under the Temporary Protected Status program, but also how many were receiving public benefits".
The Trump administration has announced it will end the Temporary Protected Status designation for Haiti by July 2019, potentially forcing tens of thousands of Haitian immigrants to either leave the USA or live in the shadows.
Department of Homeland Security Acting Secretary Elaine Duke announced Monday that the administration was revoking the status for tens of thousands of Haitians, most of whom live in Miami. But at the time, McCament said Haiti was almost ready to receive more of its exiled citizens, and the USA should end the protected status in January.
In July this year, more than 3,100 people were arrested after they crossed the border illegally to file refugee claims, up from 884 in June, the Canadian Government said.
This month, Ms Duke chose to end the status for Nicaraguan immigrants, but extended the program for Honduran immigrants until July 2018. Hondurans under the program received an extension.
"We've had a robust program of, you know, supporting the various Haitian governments and the various other sectors of Haitian society since the quake..."

Addressing a press conference in the capital, Chiwenga, a perceived Mnangagwa loyalist, said the purges must stop. Grace, now poised to become a vice president, did not fight in the liberation war.
The official cited a sharp decrease in the number of internally displaced persons as a result of the quake, and said that a legitimate Haitian government is now in place. "Haiti has also demonstrated a commitment to adequately prepare for when the country's TPS designation is terminated".
"The unfortunate treatment of those that hold Temporary Protected Status in this country under this Administration is dishonorable and disgraceful", said Assembly Member Rodneyse Bichotte, a daughter of Haitian immigrants. The vast majority are from Central America and Haiti. Thousands are still displaced and living in tents. The deferral came after an unsuccessful White House effort to pressure her to end their TPS authorization, officials said at the time. It was already devastatingly poor before the natural disaster, and then it was hit again in 2016 by Hurricane Matthew.
TPS status for an additional 200,000 Salvadorans, here since El Salvador was struck by a series of earthquakes in 2001, is due to expire in January. Many TPS-holders have children who are American citizens. Haiti remains in the midst of a humanitarian crisis that has hampered the country's economic stability and full recovery. Individuals who are already in the United States from the designated countries are eligible and are then protected from deportation. They have said their decisions on further extensions are made on the basis of whether the initial justification for the status still exists.
If TPS is not extended, Haitians sent home will face dire conditions, including lack of housing, inadequate health services and low prospects for employment.
In September, Ms Duke ended protected status for citizens of Sudan as of 2018, but extended it for citizens of South Sudan through mid-2019.
"I completely disagree with the characterization that the situation in Haiti has improved", she added. That could complicate decisions for families faced with returning to Haiti.
