Cleveland authorities also announced that Frank Garmback, the officer driving the patrol vehicle at the time Loehmann shot Rice, would be suspended for 10 days for administrative rule violations of his own. "When this happened in 2014, I made the comment that this is of course a tragedy, but it's even more tragic that it happened at the hands of a Cleveland police officer".

He was also found to have had an emotional breakdown on the gun range in Independence, officials said.
